Classifier of professional occupations and specialties of

technical and vocational, post-secondary education

1 Application area

1.1 The present Classifier is intended for the application in the development of state compulsory standards and normative documents of technical and vocational, post-secondary education.

The Classifier is applied by specialists of the republican and local government authorities, scientific workers and methodologists of the organizations of scientific and methodological support of vocational education.

1.2 Requirements of Classifier are mandatory in educational organizations, regardless of departmental subordination and forms of ownership, at enterprises and other business entities engaged in vocational training of citizens. The exception is specialties of technical and vocational education, requiring work with state secrets.

1.3 The Classifier of professional occupations and specialties of technical and vocational, post-secondary education is a fundamental normative document and is open for supplements and amendments.

This Classifier is designed to introduce broad-profile educational programs of technical and vocational education, providing for the assignment of several qualifications.

The Classifier is approved by the order of the Committee for Metrology and Technical Regulation of the Ministry of Industry and Trade of the Republic of Kazakhstan, it is coordinated with the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan.

3 Terms and definitions

3.1 Professional occupation: the main occupation, the labor activity of a person, requiring certain knowledge, skills and special training that provide him/her with a physical ability, intellectual ability and legal right to work in a certain field of professional activity, as evidenced by the relevant education documents.

3.2 Specialty: a complex of knowledge, skills and practical experience, acquired through targeted training, necessary for a certain type of activity, supported by the relevant education documents.

3.3 Qualification: the level of training, readiness to competent performance of a certain activity according to an acquired profession, specialty.

3.4 Qualification level: this is a professional skill within the framework of one level of educational curricula of technical and vocational education, which is regulated by the relevant documents of the tariff classification and attestation (tariff rank, class, category), it is determined by the complexity and scope of tasks and responsibilities.

3.5 Vocational education: the organized process of formation, achievement and development of the person as a specialist, aimed at mastering professional knowledge, skills and abilities in accordance with the qualification characteristics and requirements.

5 Structure of coding

The present Classifier sets the codes for the profile of vocational education, specialties and professions, indicating the ordinal number of qualifications, skill levels, as well as the names of specialties and professions, qualifications

The Classifier is used for indexing documents of technical and vocational, post-secondary education and it is compiled in accordance with:

  • Codes of  International Standard Classification of Education (ISCE);
  • State Classifier of Occupations of the Republic of Kazakhstan (SCO);
  • historical and pedagogical experience of domestic and world practice of codification of specialties;
  • orientation to the development prospects of the Kazakhstan labor market;
  • the opinion of employers and educational organizations.

The Classifier is a four-step classification with a seven-digit numerical grouping code for hierarchical division levels.

On the first stage, two-digit numeric code /1 or 2 digits/ puts in order the universal names of education profiles.

On the second stage, two-digit numeric code /3 and 4 digits/ regulates the specialties or the occupations of technical and vocational education;

On the third stage, two-digit numeric code /5 and 6 digits/ identifies the names of qualifications;

On the fourth stage, one-digit code /the last 7th digit/ identifies the levels of qualifications of educational curricula of technical and vocational, post-secondary education:

For example, when defining a specialty, you need:

5.1 Find the profile of education in the Classifier.

It is listed under number 0500000 - Service, economics and management outside the columns between the profiles of education.

Find the specialty you are interested in in the 4th column:

0507000 Organization of servicing the hotel industry

5.3 Determine in the 5th column the qualification and its compliance with the level of professional readiness:

A receptionist is listed under the code 050701 1, which corresponds to the level of technical and vocational education providing training of highly qualified personnel.

A communication installer-cableman is listed under the code 130402 2, which corresponds to the level of technical and vocational education, providing for mastering a more complex (related) profession and practical skills of performing the work.

A technician is listed under the code 130403 3, which corresponds to the level of technical and vocational education that provides training of highly qualified middle-level specialists.

Applied bachelor programmer of computer technology is listed under the code 130409 4, which corresponds to the level of post-secondary education.

Classifier of professional occupations and specialties of

technical and vocational, post-secondary education

* training of personnel in the specialties of technical, technological, agricultural and service profiles is provided with the assignment of the established level of professional qualifications (degree, class, category) of a particular profession to the students;

** training of personnel is provided from among citizens with special educational needs;

*** the title of a specialty for the given profile is filled in accordance with the orders of the heads of ministries and departments, in military schools and colleges of which, in accordance with the legislation of the Republic of Kazakhstan, military service is specified;

**** the education profiles are outlined, along with technical vocational education, training of specialists in professional post-secondary education curricula is envisaged, the list of specialties of which is approved by the authorized body in the field of education.

The period of study on educational curricula of technical and vocational, post-secondary education is determined in accordance with the Lists of specialties of technical and vocational, post-secondary education.

Branches, profiles, types (of works, services, equipment, etc.) indicated in the titles of specialties by the words “by type”, “by profile”, “by industry and application area”, are defined in Model curricula and Educational curricula of relevant specialties.

Separate educational profiles provide subtypes.
