BAKYTZHAN TURSYNOVICH ZHUMAGULOV

Born on August 18, 1953, Kazakh. 

Graduated from S.M.Kirov Kazakh State University  

Minister Zhumagulov is an academic-mathematician, doctor of engineering sciences, professor, academician of the National Academy of Sciences of the Republic of Kazakhstan, Laureate of the Republic of Kazakhstan State Prize in the field of science, technology and education, holder of the title of honor “Honored Statesman of Kazakhstan”.

B.T.Zhumagulov is a prominent scientist in the field of computational mathematics, development and implementation of information technologies, mathematical modeling and mathematical methods in solving the problems in hydrodynamics and oil and gas industry. He is the author of more than 350 scientific papers and eight fundamental monographs published in Kazakhstan, CIS and foreign countries. 

He began his career as a lecturer and researcher at S.M.Kirov Kazakh State University. He worked his way from an assistant to full professor, department director and vice-chancellor (1979-1991). Since 1991 he has been the President of the National Engineering Academy of the Republic of Kazakhstan.

B.T.Zhumagulov served as First Vice-Minister of Education and Science of the Republic of Kazakhstan, Head of the Internal Policy Department of the Administration of the President of the Republic of Kazakhstan and Head of the Department for Social and Cultural Development of the Government of the Republic of Kazakhstan (2001-2005).

In April 2005 he was appointed as Acting Chairman of Otan Party by Chairman of the Party N.A.Nazarbayev.  

In 2005 he headed the Republican Public Campaign Headquarters of the Presidential candidate N.A.Nazarbayev. 

In June 2007 he was appointed the First Vice-Chairman of Nur Otan People’s Democratic Party. 

On August 18, 2007 he was elected a member and Vice-Chairman of the Majilis (Lower Chamber) of the Parliament of the Republic of Kazakhstan and Head of the faction of Nur Otan People’s Democratic Party in the Majilis. 

In April 2008, by the President’s Decree he was appointed as Rector of the Al-Farabi Kazakh National University.

By the President’s Decree No.1065 as of September 22, 2010 he was appointed the Minister of Education and Science of the Republic of Kazakhstan. 

B.T.Zhumagulov has supervised over 20 doctoral students and candidates of sciences.

Minister Zhumagulov has been awarded with “Parasat" order, “Eren Enbegi Ushin” (For excellence in work) medal, the USSR Medal “For excellence in work” and the Certificate of Merit of the Kazakh SSR Supreme Council. He has received letters of commendation from President N.A.Nazarbayev and was awarded a number of titles of honor – “Honored Worker of Science and Technology of the Republic of Kazakhstan”, “Honored Worker of Education of the Republic of Kazakhstan” and “Honored Engineer of the Republic of Kazakhstan”.  B.T.Zhumagulov has also received the highest award of Nur Otan People’s Democratic Party – “Altyn Belgi”, No.002.

For significant contribution to the international cooperation and active involvement in the development of integration processes in science, technologies and education, he has been awarded with the Grand Gold Medal of the International Engineering Academy and UNESCO and a special plaque of the Federation of Engineering Institutions of Islamic Countries (FEIIC). For special contribution to the development of science and engineering field, he was presented a high international award – “Engineering Glory

Since 1998 B.T. Zhumagulov has been serving as the First Vice-President of the International Engineering Academy (Moscow, the Russian Federation). Since 1999 he has been the First Vice-President of the Federation of Engineering Institutions of Islamic Countries (Kuala Lumpur, Malaysia). In 2009 he was elected the President of the Turkic World Mathematical Society.

In 2003 B.T.Zhumagulov was elected a member of the Bureau of Otan Party and in 2007 – a member of the Bureau of the Political Council of Nur Otan People’s Democratic Party.

He has about 500 publications including articles and essays in the field of public policy and social issues.
